    When highly skilled individuals moves to another country in order for work it is called human capital flight. The country to which the individuals move to might gain some benefits and it is the brain gain of the receiving country.

    The country from which the people are moving from are losing the highly skilled individuals and the cost that the country incurs is called brain drain.
