The plebeians consisted of craftsmen, merchants, and farmers of Rome. They were suppressed and excluded by the Patricians. Therefore, to voice their opinions in the senate they chose tribunes to represent them.

Tribunes represented their opinions and any mistreatment against them in the council or the senate. Tribunes had the power to veto any law that was passed by the council or the senate.
