    Explanation:

    The Behavioristic approach deals with the observable stimulus-response behaviors which are gathered through interaction with the environment.

    It postulates that behaviors are learnt and are not innate.

    The sharp increase in the dropout rates in High School A could have been as a result of certain occurrences happening in the environment which parents/students have learnt and decided to pull away from the school. So, the high dropout rate in High School A is a result of the issues that have been observed in the school. Whereas, in High School B the dropout rate is low because the behaviors in the school environment is favourable and does not warrant student's drop out. Certain behavioral trait in the school (among staff) could have contributed to the decrease in dropout rate.
