If I can remember correctly, the Virginia plan was to establish a bicameral legislature. This means we have both a senate (2 per state) and a House of Representatives (based on population). The Virginia plan made both small and large states happy because the large states wouldn't determine the next president every time. Take the 2016 election for example. Even though Hillary Clinton technically got more votes, Donald Trump won more states.
