    Explanation:

    Earlier draft of the articles of confederation was made with the intention to stray away from the British' method of government, which provide the leader of the country with absolute authority.

    But, over the years of the independence, they realize that their system make it impossible for the central government to collect taxes from the states properly. This make them keep failing to meet their expected national budget that needed to pay for things such as military or national infrastructure.

    Because of this, they eventually decided to moved to a federalist system and granted the central government decision with a supremacy over the states decisions.
