Why are congressional elections oftentimes foregone conclusions?

    One party is favored to win with chances that exceed 90 percent. The Republicans have better than a 90 percent chance of winning in 231 races and the Democrats have a better than 90 percent chance of winning in 177. This is through the fault of the design of the political system, which is not representative of the votes of individualsbut districts.
