    I believe the answer is: the debate over the ratification of the fifteenth amendment

    Prior to the ratification, womens and minorities in united states were not allowed to vote in the election. Due to the reconstruction, the state governments are not allowed to deny a person's right to vote due to that person's race, gender, or social status.
