Statement and objective of poor service delivery

I'm sure that no Government put 'poor service delivery' as their objectives.

But, if a Government are forced into a condition where he cannot deliver a good service toward its people, its objective is most likely:

- To allocate the Government Resources into a more important and pressing matters
