    Answer: The correct options are (A), (B) and (D).

    Congress passed the Opium Exclusion Act on February 9, 1909 which barred the admission of opium for smoking purpose. This Act was mostly implemented onto the opium refined for smoking which at that time was mostly favored by Chinese immigrants and not on the aesculapian opium that white Americans kept in their houses.

    The Harrison Narcotics Tax Act of 1914 was a US federal law that implemented and therefore monitored and taxed the manufacturing, admission, and circulation of opiates and coca commodities.
