    Explanation:

    The new BCBA has two assignment and that is to work with children with autism and adults with developmental disabilities, surely he will need assistant and it must be someone with experience and the best fit is another BCBA.

    So before such case can be accepted, there must be another BCBA available and experienced, also the the level of competence is important because of the people involved. so both option A and B is important. option E is the best answer.
