Which of these characteristics is not part of the united states' state department definition of "terrorism?"?

    I believe the answer is: It can be committed by a nation state or noncombatants through excessive force.

    This definition could be considered as the definition of terrorism because If the action can be committed by a nation state or non-combatants, the action would be closer to a revolution or an invasion rather than an act of terrorism.
