    Federal form of government.

    The Bill of Rights pertains chiefly to the federal form of government. The residents of the United States were not defended by the states who can infringe on the civil liberties of the citizens. However, in 1868 the Fourteenth Amendment was ratified, in order to protect residents facing state transgressions of the rights and liberties which is guaranteed in the Constitution.
