The people, upon which the constitution will bind, are made to form their own constitution. John Adams formed a convention that consisted of representatives from all the regions of the states. It was created by conventions rather than legislative.

The constitution addressed issues from all the regions of that state. It was so unique that it served as a model for forming the United States' constitution. It is still the oldest functioning written constitution.
