How long must a former memeber of a governing body or former executive head of a regulatory agency wait before he or she can lobby that agency?

    Explanation:

    When the head of an executive agency step down from the position and decided to work for a company that lobby the agency, there will be a risk that the head will utilize the influence that he/she had from the former position to benefit the lobbying process.

    This is why the 2 years wait rule was created. We hope that within that 2 years, the former head started to lose his/her direct influence to the new head. This can make the lobbying process become fairer.
