The leaders opposed change. Government was demoralized and discouraged. Sparta could only leave for military.
Sparta was a fighter society in antiquated Greece that achieved the stature of its power in the wake of overcoming rival city-state Athens in the Peloponnesian War. Spartan culture was focused on being loyal to the state and military administration.
