    Two informal Presidential powers that gives the President an edge over congress in conducting foreign policy are; the president is preview to a whole lot of information, expertise, and knowledge than is Congress.

    Also, because the President is more recognized as a leader, he meets with other leaders of the world and has access to media than the Congress.
