    A Fire chief is a commanding officer and a top ranking officer in a fire department. He can influence the emergency evacuation of a building as a result of fire outbreak

    Meteorologists: these guys are weather forecasters professionally trained in studying data as it has to do with the weather and climate and knowing beforehand if there could be a hurricane or anything like this. If there's any news such as this, an evacuation may be very much plausible.

    Politicians: leaders in government positions could cause an evacuation very easily by making injunctions regarding this sychvad when there is a war or terrorist attack.
