    The answer will be C. It tolerated local religions and customs. When Cyrus the great successfully conquered the Medes and united Iranians in 550 B. C. E. created a large enpire and he was very smart to make people lived in their comunities respecting their customs and religions. He respected the Hebrew who were treated badly by the Babylonians, for example.
