    The question mark goes outside the quotes only if the quote itself is not asking a question. That would mean that the sentence in which the quotation is embedded is asking the question.

    Ex.

    My daughter's comment was, "Are you crazy?".

    Who is the author of "The Wasteland"?

    Commas and periods always go inside the quotation marks. Semicolons function much like periods but not as definitive.
