The government owns the streets and other public spaces.

    Anyone can advertise their messages

When money determines what gets advertised in public it means that people with means get to control what people see in adverts. That means people of means become influencer via adverts.

Money generated via advertisement goes to government which in turn uses this to develop the streets and other public spaces for the good of all

    Cheers!
