Crossing over refers to the exchange of genetic material, and it is a segment of meiosis that happens during prophase 1. This is the first phase of meiosis, which includes the appearance of chromosomes, the occurrence of crossing-over, the disappearance of nucleolus, as well as of nuclear envelope.
