    It can either be positive inducible regulation or negative repressible regulation. It says that a "regulator gene product binds DNA" which can be either an activator (positive) or a repressor (negative). It says then that it binds " in a complex with effector molecules" which indicates that if it is an activator it induces it (positive inducible) or if it is a repressor it represses it (negative repressible).
