The answer to this question would be: necrosis

Necrosis is the death of cell caused by various injury, one of them is oxygen starvation. Cells need a constant supply of energy to sustain its life. Without oxygen, the energy produced by cells will be decreased. When the energy is depleted, the cell will not be able to use ion pumps or any organelle that need energy. This will slowly damage the cell until it dies.

Cells require many things to maintain sustainability. When a cell is fully starved or deprived of oxygen conditions such as hypoxia, this can lead to severe issues in the human body, could lead to underdeveloped lungs in fetus leading to further complication in developing healthy cells.
