What are the sources of business rules, and what is the database designer's role with regard to business rules?

The managers make business rules - both company managers and department managers. They might also be in procedures and employee manuals. The database designer's role is to identify and take notes on such rules. They are supposed to find and correct differences within the rules while keeping the rules the same.
