In this case, I would see Robert as a doormat. It is his job to make sure everything is covered and if he is already doing his part, he should delegate responsibilities to ensure everything is covered. If the other students were already fulfilling their responsibilities and covering other stories, this is one thing. If the other students just don't want to cover the story, then Robert is bad at delegating (doormat).
