The best course of action for the organization is to recruit temporary staff. In the face of swings in demand for goods and services, it would still offer the company the flexibility it wants to operate. This implies that if the demand for the product or service of the company is high, then the company will have the opportunity to hire temporary employees on as full-time, if not, as soon as their contract is over, the company will not need to continue the labor relationship.
