What role do municipal governments often play in facility management?

The municipal governments will provide workers to do daily maintenance in a certain facility management.

In order to hire the workers, the municipal government will use the government budget that is taken from the civilian's tax money.

So, technically the civilians are indirectly paying for government's worker's salary.
