For a substance to conduct electricity, it must satisfy two conditions: it must carry charge, and the charge carrying particles must also be free to move. In ionic compounds, the ions in the compound carry their respective positive and negative charge, and in aqueous and melted states, the ions flow freely throughout the substance. Hence it will conduct electricity.
