    For us to know in which layer the p-toluic acid will be more soluble, let us lay-out the polarities of each compound:

    p-toluic acid = non-polar

    tert-butyl methyl ether = non-polar

    water = polar

    We know that like dissolves like, therefore p-toluic acid will be more soluble in ether.
