    Change the storage type to the Provisioned IOPS is correct answer.

    Explanation:

    Because the Architect observes that the following application response time is slower. And the CloudWatch metrics on RDS that shows the Read IOPS are huge and it also fluctuates automatically when the DB is under-load. So, That' why he has to change the storage type to the provisioned IOPS (Input/Output Operations Per Seconds).
