    This is not generally true so im going with false.

    Explanation:

    Many people buying stolen credit cards get the information from online sources more than in person. These websites or people often sell many many numbers all at once as apposed to a few. although it is possible this is very highly unlikely. SIDE NOTE: hackers dont normally buy the physical cars they normally buy the numbers.
