    (A) is the fragment because there is no verb; the entire phrase is just describing the jet, but it doesn't say what the jet does. ("on the way home" is a phrase describing the status of the jet, not the action of the jet. The word "is" would have to come before "on" for it to be a complete sentence because "is" is a verb)
