He was a furious, short-tempered and a cruel king. He notices his workers for a very insignificant fault on their side. He was arrogant and was thoughtless and reckless.
The king's sense of justice is needed to be tempered with a measure of wisdom and common sense. Blindly following the laws without examining any discretion shows foolhardiness than intelligence. This shows that his sense of justice was misguided and he was in fact too far just to be fit to rule.
The narrator states that the thinking part of the community could bring no charge of unfairness against this plan.
