In "Ooka and the Honest Thief," why doesn't Ooka immediately order Gonta to be punished?

Ooka recognizes that Gonta isn't stealing for profit and trusts that Gonta will repay what he's stolen as soon as possible.

Ooka realizes that Gonta is only taking what he has earned and no more.

Ooka does not want the rice store owner to know who has been stealing from him.

    Answer : A. Ooka recognizes that Gonta isn't stealing for profit and trusts that Gonta will repay what he's stolen as soon as possible.

    And true enough, when Gonta earned a job by himself he went back to the rice store and return the exact amount of rice which he had stolen before. It maybe impossible but Gonta proved that a thief can also become an honest person all at the same time.
