    The answer is B. The Japanese ambassador to the U. S. spoke to FDR and explained that the attacks were intended to serve as a warning to other countries.

    It's true that after the attack the Japanese Government sent a message to FDR. But according to him, non of the message had any hint of threat or war. This anger FDR due to other factors supported that Japan's attack was unprovoked which lead to American involvement in the world war II
