Floods happen on flood plains ... the flat meadows adjacent to a stream channel.

People like to build on flood plains, because the land is flat and located conveniently close to water.

Unfortunately, there are obvious consequences to building on a floodplain over time.

Is this a natural disaster, or a human error? We need to learn much about flood plains and respect them! : -)
