Explain why most local water budgets are not balanced.

Water budget is the accounting of water. This water flows in and out of a certain project area - either a lake, wetland, etc. Water budgets varies and not balanced because of different circumstance among different locations. It has to be accounted that the natural of water will be considered as to how much is needed.
