The October Manifesto (1905) was made by the Russian Tsar Nicholas II at a time when there was a wave of mass political and social unrest in the nation (the Russian Revolution). As an attempt to save his regime, the tsar, Nicholas established a more limited autocracy in Russia in the October Manifesto.

One of the rules he established in the Manifesto was the creation of the Duma, a legislative body whose members had to be popularly elected, and that would constitute the lower house of the Russian parliament. Along with the State Council's approval (the upper house), the Duma would be capable of enacting legislation.
