Unlike most other statewide governing offices, what governing body has varied greatly in form and structure over the years?

If this refers to the democratic republic body of governance like in the U. S. Then from the three body; executive, legislative and judicial. I would presume that the executive has varied greatly over the years, in that, there can be changes from the office and people in power.
