    The answer is (b) the social contract. Theorised by many, but refined by Hobbes during the English Civil War, it stated that there is a base state of nature, but via the social contract, humans can achieve order, hence justifying governmental power. We are granted freedom, and escape our base state of nature, via our social contract with the government.
