Why did congress pass the volstead act after states ratified the eighteenth amendment?

    To carry out the prohibition of alcohol.

    The Volstead Act enforced the manufacturing, transportation, sale and consumption of intoxicating beverages. The act was the immediate response to President Woodrow Wilsons veto of the original bill, Congress overrode Wilson's veto with a two-thirds majority vote and ratified the Volstead Act.
