Why did industrialists wanted japan to expand?

Japan is very small compared to its population. It is mostly mountainous. Japan has very few natural resources. If Japan gained new territories, it gained access to precious resources. Japan saw themselves as liberators of Asians from European control. The only independent country that they invaded was China.
