Why did the belgian colonial government in rwanda establish a national identity card that included the category "ethnicity"?

    The Belgian enforced the ID to empower the Tutsi minority in the land and continue to subjugate the Hutu majority. The classifications have been severely blamed for the Rwandan genocide that sparked off in in the 1994s.
