    Herbert Hoover was the 31st President of the United States in the early part of the 20th Century. A businessman by profession, his presidency was marked by the Great Depression and a time of great despair in the country.

    His first response to the depression was to keep the Federal government out of any commercial affairs. This proved disastrous as more and more businesses began to collapse without the support of the government.

    Next, he blamed the depression on Mexicans and even developed a forced migration program that led to the deportation of over 2 million Mexicans under the Mexican Repatriation program.

    As cheap workforce moved out of the country, it further destroyed the labor market.

    His overall response to the Depression is seen as low, lazy and disastrous by many modern historians and economists.

    "His policies led to the Great Depression" is the best answer but it should be noted that it was really a lack of policies that led to the Great Depression. Hoover did practically nothing to stop it.
