The best answer is, C. The church was much more organized.

The Catholic Church as an institution was efficient, structured and highly organized. Church officials were able to run a massive, political, cultural, and economic entity that would come to influence European and world matters just as the Roman Empire had done during its height. Without organization, record keeping, and detailed structured one could argue the Catholic Church would have held significantly less influence over the people of Europe and beyond.
