The checks and balance system (in government) was first proposed by a French gentleman called Baron de Montesquieu. He was born outside Bordeaux, France, in 1689 into a prominent and noble family. He studied law at the University of Bordeaux where he received a master's degree on completion. 1n 1708, he received his license to practice law and moved to Paris the following year. He believed the natural world, especially the actions of men, was made up of laws. He believed a democratic republic where all leaders were elected by their peers was the best possible form of government. However the success of such a democratic republic depended on the careful and precarious balance of power between separate branches of government, and thus the idea of checks and balances in government was born.
