This excerpt from Article II of the US Constitution describes the president's role as commander/leader of the US military.

The role of commander in chief ensures that the president has the last decision in terms of what military actions are taken by the United States. Even though Congress is the part of the federal government that declares war, the president has the ability to send troops to different countries/regions for 90 days without Congressional approval. Along with this, decisions on whether or not to continue fighting in a war or what strategies are to be used are left in the hands of the president.
