    America's neutrality and Jay's treaty were problematic as the French has been the key ally during the American revolution some 20 years before and was one of the primary reasons the United States was able to defeat Great Britain.

    This led to inflamed relations between the countries during a time in which France was undergoing a revolution of its own. The inflamed relations led to the XYZ affair.
