    By barbarians Lin referred to any person who buys, sells, smokes, trades or has anything to do with opium. He believed that all those people in china who sells or smokes opium should receive a death penalty. However, he was criticized by his successor by spying on barbarians an act that harmed the dignity of an imperial commissioner.
