The ordinance also prohibited permanently slavery. 1787 Congress voted a grant of 1.5 million acres for about $1 million in certificates of indebtedness to Revolutionary War veterans. The arrangement had the merit of reducing the national debt and encouraging new settlement and sales of federal land. Despite that, the ordinance also called for a public university.
